Wilbourn M. Carr, JP

Regional Director, Jamaica Beach Birthright Environmental Movement

Wilbourn M. Carr, JP, was born in Islington, East Portland, Jamaica, one of six children of George and Jane Carr. He was educated at Fair Prospect Primary School and Port Antonio Technical Institute, with professional development through the Jamaica Constabulary Force and New York University.

His commitment to service was shaped by the church, youth clubs and Jamaica 4-H Clubs. After migrating to the United States in 1984 and working with Merit Corporation, Target Corporation and Home Depot Corporation, he returned permanently to Jamaica in 2018 to retire in Islington and help move his community forward.

He currently serves as Chairman of the Portland Parish Advisory Committee of the Jamaica 4-H Clubs and Chairman of the Winnifred Beach Benevolent Society. He is also a member of the Jamaica Banana Board, RADA, the People’s Cooperative Bank Regional Board, and an advisor to the Blue Lagoon Alliance of the Seas. A farmer, Justice of the Peace and environmental advocate, he serves as Regional Director of the Jamaica Beach Birthright Environmental Movement, defending beach access across Jamaica.

Dr. Jayaka Campbell is a featured guest speaker at the 18th Annual International Charles Town Maroon Conference & Festival.
